Digital transformation in the administration of general elections (pemilu) has emerged as an effort to respond to the growing challenges within Indonesia's democratic space. Conventional mechanisms that have supported elections often create technical burdens and risks that affect the accuracy, transparency, and safety of election administrators in the field. This study examines the urgency of digitization at every stage of the electoral process, viewing it as a pathway toward a more accountable, open, and technologically adaptive electoral administration. Using a normative juridical approach, this study finds that the absence of holistic regulations governing the use of technology in the electoral system creates uncertainty, both in term of voter data protection and the validity of the electoral process as a whole. These findings emphasize the need for a legal framework that can guide the development of a secure and trustworthy digital electoral ecosystem. To this end, the Election Legal Tech Framework (ELTF) is proposed as a foundation encompassing system security, data integrity, organizer accountability, and comprehensive digital audit mechanisms, so that digitisation can grow as a pillar of democratic legitimacy and protect the electoral process from various new forms of vulnerability.
