The Constitutional Court Decision No. 91/PUU-XVIII/2020 mandates the implementation of meaningful participation in the legislative process. In line with the revision of the Law on Legislative Drafting (UU P3), e-participation has begun to be incorporated into the concept of meaningful participation. This article examines the implementation of e-participation in Indonesia’s legislative process, aiming to optimize public engagement through the use of information and communication technology. Employing a normative juridical method, the discussion is divided into three sub-sections. First, it provides an evaluation of the current regulation and practice of e-participation in legislative processes. Second, it offers a comparison of e-participation in lawmaking across different countries, focusing on the citizens’ initiative in Finland, open government in the United States, and the EU’s “Have Your Say” platform. Third, it proposes a reformulation of e-participation to better fulfill meaningful participation, addressing four critical issues: (1) strengthening the Electronic-Based Government System infrastructure; (2) unifying the regulations for legislative institutions conducting e-participation; (3) accommodating citizen initiatives and crowdsourcing models; and (4) regulating the timing of e-participation.
